The OpenAI team has moved the incident to Monitoring after implementing a mitigation. We will continue tracking it from our end until the issue is fully resolved.

Update
OpenAI has implemented an initial mitigation, resulting in improved API latency. Their team continues to investigate the issue and apply additional mitigations as needed. Some requests to the Responses and Chat Completions APIs may still experience elevated latency or timeouts.
